I have started a discussion relevant to this article on Talk:1982 London local elections, as 1982 London local elections has this down as a Conservative hold rather than a loss to no overall control. I think this is due to the dead heat in terms of numbers, but would suggest that it would be good to have both articles saying the same thing (also see Richmond upon Thames London Borough Council which states that the Conservatives only lost control in 1983).
