I have attempted to wikify this article, but I suspect this unit is in much wider usage than is implied by the current text. It might be linked with accumulated temperature, which is an agricultural measurement of the total °C by which average daily temperatures exceed 5.6 °C over a growing season (5.6 °C being the minimum temperture required for grass growth).
