Number of Barangays

I think Calauag, officially, has 81 barangays after 9 from the original 90 barangays were reverted back to Sta. Elena, Camarines Norte after the latter won in their border dispute involving the said 9 barangays. How could that happen? The population of Calauag is actually steadily declining while Lopez, currently, has 25,000 more people than Calauag.
