Application on Muncipal Law and Bilateral Water sharing agreements?[edit]

The Helsinki Rules on the uses of the Water of International River have led to the creation of Convention on the Law of the Non-Navigational Uses of International Watercourses. India is not a party to this convention, while Bangladesh is. There is a bilateral water sharing agreement between Bangladesh and India. Will the priniples of the convention apply to the water sharing agreement.
