Deletion of vacuous content[edit]

Most of this article (until today) consisted of a long and tedious list of repeals of various provisions of the act. There was no content at all about any provisions that were still in force, or about what they used to say before they were repealed, except for section 13 which I have left in place. None of this belongs in an encyclopaedia and nobody could possibly be interested in reading it, so I have taken it all out. (I've also added a summary of section 9.)
