Emilios A. Christodoulidis & Scott Veitch. Lethe's Law: Justice, Law and Ethics in Reconciliation Hart Publishing, 2001 ISBN 1841131091, 9781841131092. Chapter III "The Legal Politics of Amnesty" which starts on page 33 discusses this and other similar amnesties using the Treaty of Westphalia, Indemnity and Oblivion Act, and the Northern Ireland (Sentences) Act 1998
