I'm not quite sure the difference in legal status between the Pavillon_de_Breteuil and the SMOM headquarters in Rome which I think is the same. Can anyone elaborate more on this point, in particular the definition of "international enclave" vis-á-vis place with extraterritoriality. -- User:DD Ting, 2005/11/3, UTC09:09

It appears to me that both the Pavillon de Breteuil and the SMOM headquarters in Rome are areas that have extraterritoriality and therefore are not enclaves. The difference between an enclave and area of extraterritoriality is that an enclave is soverign territory of a country that is surrunded by another country while an area of extraterritoriality is just exempt from the juristiction of the country that surronds it. Areas of extraterritoriality can be created or destroyed at will while enclaves usually last forever.
This page has some errors as all items listed are areas of extraterritoriality and not enclaves. The entries not already on the enclave page in the Extraterritoriality section, should be moved there and this page should redirect to enclave article. It would also be a good idea to merge the exclave page to the enclave page. The only issues is that the page would be quite large but that could be delt with by removing the subnation entries and only list the international level ones.
