Red-links in DAB pages are allowed if also used in an article per the DAB style guide:

A link to a non-existent article (a "red link") should only be included on a disambiguation page when an article (not just disambiguation pages) also includes that red link

Having this entry here will help anyone trying to identify this particular Michael Williams. I was trying to clean up disambiguations, but am not about to create an article about this guy.

Read more in the style guide and you will also see that each entry must have a navigable blue link. The sole mention is on Michael Werner Gallery and is unreferenced and unverifiable. I think the correct action here is to unlink or remove the mention on that page. Wikipedia is not a directory of unnotable artists. olderwiser 21:43, 6 October 2015 (UTC)[reply]
