courthouse included or not[edit]

The title and content of the NRHP nomination are about the pair of buildings, the city hall and the county courthouse annex. Thinking that "New Haven City Hall and County Courthouse" was the NRHP listing name, i moved the article to that name from "New Haven City Hall". However the NRIS database listing name is New Haven City Hall alone, and it mentions just one contributing buildings. I wonder if both were nominated but the city did not allow the nomination of the courthouse.
