Notable and verifiable recipients[edit]

Does it make sense to limit new additions to this list? This thread is a first step in seeking consensus opinion.

Is it appropriate at this stage of the article's development to initiate a standard limiting names on this select list to

(a) those who already have Wikipedia articles

and

(b) those who are notable for something other than being honored with this Imperial decoration -- see, e.g., US Navy Cross edit history?

In a context informed by practices which seem to have worked out well at Navy Cross, all new additions who aren't already featured in an article could be re-redirected to this talk page section with the following edit history explanation:

Many receivers of the Navy Cross, are only notable for their military careers, which has lead to the Navy Cross, since this award is for civilians they are unlikely to have their own page for civilian activity. Also the list on that page is very long so it would seem that a tougher criterion would be applied, whereas this list is still very short. In the future as this list gets longer it may be appropriate to trim it down. At the moment it is a very short list so the notability can be relaxed.

Also would like to know if the state keeps a public list of recipients. Given conflicting info, I'm wondering what awards Ali Khedery actually received. (The generic http://www.defenselink.mil/ link is pretty lame!)
