Minority Govervment after 1984?[edit]

After Martyn Evans won the Elizabeth by-election in 1984, this must have been a minority government (23 Lab, 21 Lib, 1 Nat, 2 Independent Labor (Evans and Peterson)). But I've never heard this called a minority government; but the 1989-93 Bannon/Arnold government IS called minority government because it need the support of Evans and Peterson. So what's going on? Are the numbers wrong? Was Evans or Peterson a Labor member at the time? Did Evans commit to support Labor when he stood at the 1984 by-election? Or something else? Here's an answer, from the letters page to the Advertiser of all places. But the source should be treated as reliable because it's from John Trainer, who was in parliament at the time so should know. It's at http://www.adelaidenow.com.au/news/opinion/letters-to-the-editor-the-advertiser-march-29/news-story/bd18aa2744581253ff74912daf5d3e5b and says in part:

"Also omitted was the Bannon ALP government elected in 1982. This started with a majority of 24 seats out of 47, and independent Norm Peterson usually also supported Bannon. However, this became a minority government for its last year in office after ALP MP Peter Duncan in 1984 resigned his seat of Elizabeth, which was won by another independent, Martyn Evans. The Bannon government, reduced to 23 ALP MPs, had to then rely on getting the support of either Peterson or Evans." Adpete (talk) 04:05, 7 December 2017 (UTC)[reply]
