"Malthusian war"[edit]

It is a war whose covert purpose is population reduction. There is a section in the book where it is made clear that this is the purpose of the war referred to.
In this section, the Pope is discussing, with various of his scientific advisers, various schemes they have been trialling to achieve population reduction. These include chemical sterilisation and bacterial warfare. As neither could be carried out large-scale without arousing suspicion, the Pope decides on a war instead.
