Why would U.S. allies turn their back on the U.S.?

If the U.S. stopped funding Western Europe, Israel, etc, than I understand. Was this the case? If not, they would be in even MORE dependence on the U.S. in global fallout. China, India too.

Probably outside the scope of a wikipedia article on a work of fiction, but it strikes me as ludicrous to suggest that one side could successfully nuke the other side without the spectre of "mutually assured destruction" coming into play.
