The Kingdom of Sho is a City State where the Shoians reside. The Kingdom was founded when the Great Forefather, Lyu Fay Kashykn (Ryu F. Ha'yin in common tongue), from the future travelled back in time (around 20,000 years) to an uninhabited plain where a civilisation was set. The Empire of Sho refers to the Country outside of the City and includes also all other territories, dominions, realms and protectorates.

The Government of Sho[edit]

The Government of Sho consist of five 'Chambers'. The first Chamber is the Celestial Court, the second is the Imperial Court, the third is the Judical Court, the fourth is the House of Peers and the fifth is the House of Burgesses.

The Celestial Court[edit]

The Court consists of the Duchy of Sho and Southmarch, the Sages, the Worthies, etc. The Court is headed by the Lord Celestial Protector of Sho who acts as a kind of Supreme Leader, ranking above the Emperor. Although the powers of the Court are immense and far reaching, it only concerns itself with only major matters regarding the governance of Sho such as appointing the King and Emperor and performing certain ceremonial functions, etc. The general governance and running of Sho is delegated to the Imperial Court.

The Imperial Court of Sho[edit]

The Court consists of five different bodies assembled together. The Throne, The Nobles, The Justices, The Peers and The Burgesses. Technically, the system of government is a tricameral one with the Throne, the Nobles and the Justices together as one with the House of Peers and the House of Burgesses as the other two.

The Throne[edit]

The Throne refers to The King and Emperor of Sho who acts as a constitutional head of state. His powers are vast but only acts on the advice of the Court as a whole and is further instructed and advised by the Celestial Court. He/she is appointed by the Celestial Court via an election.

The Nobles[edit]

The Nobles are ranked noblemen who select and submit petitions on behalf of the Burgesses and the Peers to the Throne to recieve Imperial Assent. They are all appointed.

The Justices[edit]

The Justices are in charge of the judicary. They mainly make rulings in regards to law but also guide the Peers and Burgesses in drafting legislation.

The House of Peers[edit]

The House of Peers consists of members of civil society and corporate bodies who hold the BCL or DCL degrees of the University and specialise in various subjects and fields. They scrutinise and amend legislation.

The High Chamberlain is the head of the Peers.

The House of Burgesses[edit]

The House of Burgesses consists of elected people representing different geographic and regional areas. They draft and debate primary legislation.

The High Chancellor (or Grand Minister) is the head of the Government who sits in the Burgesses.

The Temporal Emperors of Sho[edit]

The Temporal Emperors were appointed by the Celestial Emperor (the Duke of Southmarch) to act as vice-sovereign as a temporary measure after the Refounding. After the Tipa ceded to Sho and became part of the League of Realms, the position of Temporal Emperor was degraded to that of a King/Queen and the Duke of Southmarch assumed the High Emperorship. This temporary set up was due to the fact that the Duke of Southmarch still had much work and duties to fulfill regarding the League of Realms and was away for many years at a time. The Duke placed much of the running and development in the hands of the Temporal Emperors to ensure that the Kingdom and Empire of Sho would be fully restored before he assumed the Throne.

The Duke of Sho, upon being himself exiled to the Mirror World, found them and pardoned them (in reference to the Pardoning Decree under a previous Emperor who reviewed their cases and vindicated them). If the High Emperor is not present and a Commission is formed, they (including members of the Duchy who sit in that Commission) wear the robes of The Order of the Clover whilst everyone else does not need to wear the Clover robes unless they want to.

The Celestials of Southmarch[edit]

The Celestials of Southmarch includes the High Emperor and his immediate family. The Dukedom of Southmarch is the most ancient title of Daisho, refering to the place where he resides. In normal conversion, he his not referred to by his personal names but one of his titles, 'Duke of Southmarch' or, informally, just 'Southmarch'. Sometimes, he is referred to as 'Lord Ryu' especially in writing and literature, more formally in the form 'Lord Ryu III' to distinguish him from his predecessors. He is called in person 'Your Most Celestial Excellency' and then 'Sir' there after. After the cession of Tipa, he then assumed the title of High Emperor from then he is referred to as 'His Most Celestial (& Imperial) Majesty'.

The full family name of the Celestial Family is Shenlyn-Ryu and Wolfenbloode but it is ofen shortened to Ryu particularly when the House of Ryu is used.

Burgesses[edit]

Burgesses are formed of ministers of the various governments in the League. Their role is to inform the Court of the concerns and issues from their representative realms in order to lobby or offer insight to the Court regarding the state and defence of each realm. They are invariably made Barons by virtue of being part of the Court.

The Plan of the Celestial Palace[edit]

This is the plan and layout of the Celestial Palace, the official residence of the Duke of Sho, his family, the Sages and his servants.

The Palace is located in the East of the City, on the north side of the Great Strand at the edge of Kazuhiko Park. The grounds consist of over 200 arces of land ceeded to the Duke by the Emperor Sho Daitei at the beginning of his reign.

The Palace consist of four main buildings plus other lesser buildings.

The oldest and most ancient is the Celestial Star Chamber or Court. It is a round building built in an unknown style with a domed yet tiled roof. It has one main door which faces south. The windows are high and end high above the ground so that none could see inside from ground level. The Chamber is in the northern part of the Palace complex. The Chamber is the main Court and Council of the Celestial Sages. It is strictly off-limits to the public and entry is only by approbation of the Court. It is also the highest legal court in the League of Realms after the Court of the Stone Tower (in the West of the City) that tries high level cases and crimes that are beyond the powers or capabilities of ordinary courts, such as inter-realm crimes against beings.

To the very south is the second oldest structure, Southmarch House. The House is small and has around 12 rooms. It is bulit in a Western style but with Japanese features similar to the houses in the Taisho Period in Japan. It has a mostly Japanese style interior with tatami mats and raised floors. The main rooms consist of a lobby, a main guest hall, a greeting and instruction room, s few bedrooms of various sizes, the kitchen and the bathroom. The House was once the main guest receiving building but since the construction of other buildings of the Palace it has become the private quarters of the Household. The House also includes a small front garden called the TARDIS Garden, so named as this is where the TARDIS once stood when the Duke took possession of it as payment for a wish to be fulfilled by The Doctor. There is a dimensional gate that was once used when the House was the only building but it is now rarely used as most guests use the entrance at the Wolfenbloode side of the complex. The gate is officially called the Tardis Garden Gate. Outside the gate there is a path that runs into the woods to the east. Within the woods is the private train station named after the gate. This is where direct private services run to and from anywhere in the known universe that has a train station; the service is called the Starlight Express. Also nearby is a small river canal with a port for boats which operate in the same dimension as the Starlight Express service.

The Shenlyn Pavillion is the third oldest, built after the return of the Duke to the Kingdom as an extension to the existing Mugetsu House. The Pavillion is constructed around the House from the top three sides with a courtyard garden at the centre. The Pavillion then extends eastwards and then northwards. The rooms within mainly consist of bedrooms for the Sages and a study (east wing), a library (north west wing) and a school room (south west wing). The Pavillion is built in a Chinese and Korean style. The Pavillion is mainly a private building used only by the Household and certain guests.

The Wolfenbloode Hall is a new addition to the Palace complex. It is built in a Tudor and Regency style out of mainly stone and has two floors. The Hall is the main guest receiving part of the complex. The Hall follows the line of the Pavillion but the west end extends northwards to form a U-shape. The west block forms the main entrance that faces the River whilst the east block is the main dining hall and ballroom. The south block mainly consists of smaller rooms for guests and lounging. The upper floors have bedrooms for guests. The south of the west block contains the private rooms of the Guards and servants of the Palace. There is also a Robing Room containing all the ceremonial robes as well as the Endless Wardrobe which contains all manner of dress in all sizes and shapes possible, used by visitors who have arrived unprepared for dinner or court.

Facing the entrance of the Hall is the River Sho which a bridge extends over. On the otherside is the Chapel of the Blue Rose built in an early Gothic style. This is where the Military Knights of the Blue Rose come to meditate and is also where worthy gay personages that passed away are honoured in memory and also enshrined.

There are stables and a coach house nearby for horses and carriages in the Celestial Mews.

To the very eastern side of the complex is the Temple of the Sacred Coronet, built in a Sino-Japanese style. It is the private shrine of the Household where the ancestors are honoured.

The whole complex is surrounded by woodland and walls. A road leads from the main entrance at the Hall to the south where it connects with the Great Strand with a main gate.

During the run up to the eventual coronation and enthronement of the High Emperor, the palace was further extended with a large wing from the south side of Wolfenbloode Hall extended to the south before a large block was built running eastward and the northwards up to the Tardis Garden Gate creating a quadrangle with Shenlyn Pavilion at the north face. This is the main entrance to the palace and named Tressington Hall and contains the main state rooms and apartments.

The summer residence of the Duke is at Primus Port Tipa in the Viceroyalty of Tipa, called Primus Hall. Another residence is at Windfall in the Vicroyalty of The Great Sea, called Windwaker House.

Courts and Councils[edit]

Within the Palace there are several Courts and Councils that may be held. These are independent of the individual councils and courts of government in each realm and concerns the entire League or a specific provision.

The Celestial Court[edit]

The main Court of the Palace (also called the Celestial Diet) where the most important business and debates are held. Its powers and jurisdiction are wide ranging and deal with the League and foreign affairs. Members include the Celestials, the Sages, the Worthies, the Viceroys, the Burguess and others. The Court is located in the Celestial Chamber.

The Ancient Privy Council of The Sages[edit]

A smaller gathering than the Celestial Court, also know as the Celestial Council. Main focus is on the private matters concerning the Sages and their various jurisdictions. Members consist of the Celestial and the Sages only. Meetings take place inside the Shenlyn Pavilion.

The Privy Council of the Kingdom and Empire of Daisho[edit]

This is mainly a small court that consists of the Celestials, some Sages, the government and ministers of Daisho and others. The main business conducted is appropbation of the Orders-in-Council which regards higher matters of States of Daisho, Tipa and the Hylian Dominions. The meetings take place at Wolfenbloode Hall. There is a separate Judicial Committee which is the highest court in the Realm that advises the Court of the Stone Tower.

The Imperial Conference[edit]

A gathering of all the heads of states and governments with the Celestials to discuss League matters. Meetings are held at a location deteremined by members at least once a year or when required.

The Tardis Garden Council[edit]

Mainly deals with matters concerning the engagements of The Doctor. Members are those who are members of the Upper Division of the Order of the Tardis. Meetings take place in the Tardis Garden of Southmarch House. There have been only three meetings. The first was to deal with the Battle of the Triple Eclipse, the second was to deal with the aftermath of the Battle and the third was to grant The Doctor an extension on how many regenerations he may have.

The Brethren Council (of the Blue Rose)[edit]

As Primate of The Brethren, The High Emperor has powers to make rulings on the issues regarding The Brethren as well as advise the League of realm governments. Members are those who are knights and some companions of the Order of the Blue Rose (GCBR, KCBR and CBR) but also include some lay members. Meetings take place in the Blue Rose Chapel. All members are called Counsellors of the Blue Rose.

Members wear Council Robes consisting of a blue wool robe, lined black silk, trimmed with ermine and gold lace. The Primate, the Chancellor and the Steward all wear a special mantle with streamers and five bars of silver lace and ermine. GCBRs wear the robe with four bars, KCBRs have the same with three bars, CBRs have two and lay members have one. They wear bicornes, whilst lay members wear top hats; all trimmed with dark blue ribbon.

There is a Speaker who is elected amongst the counsellors who acts as chair to meetings. The Speaker wears traditional court dress based on the British style, with full court dress, wig and tricorne, with minor differences, namely the use of dark blue trimmings. The Speaker sits on a throne with a ceremonial parasol made of cloth of gold and blue ribbon rosettes behind the throne.

  • Speaker of the Blue Rose Council: The Rt. Hon. Sir Neil Fitzpatrick-Harries, GCBR, CTS, CWC, PCD, DL, MBRC.

There is a First Counsellor elected among the Council who can command the confidence of the Council and leads the meetings and agenda.

  • First Counsellor of the Blue Rose: The Rt. Hon. Sir Iain McKenzie, GCBR, (CH, CBE,) PCD, MBRC.

The Pokémon Estates-General[edit]

A sort of conference of the two Estates of Humans and Pokémon, first held by the First Trainer several thousand years ago, to solve grievances in regards to the relationship between the two Estates. As descendent and heir of the First Trainer, the High Emperor is effective Head of the Estates-General; a position only officially confirmed at the Fourth Estates-General and ratified by the Celestial Court.

Because of the nature of the meetings, the Estates-General are convened extremely rarely and only in emergencies when the breakdown of relationships between the two Estates reaches a critical level that a diplomatic solution to solve the grievances is the only effective path to take instead of war. They are also convened when there is a threat to the Two Estates that require a united front.

The Celestial Representative is in the form of the Governor-General of the Estates-General who acts as effective viceroy.

  • The First Estates-General effectively established the relationship between the two Estates; Pokémon being inferior to Humans and so Humans having the right to capture and 'train' their Pokémon to fight each other giving birth to the 'Trainer System'.
  • The Second Estates-General establish a Union War Measure in order for the two Estates to join forces to fight off the invasion by the Micros Empire. It also promised a further Estates-General in future (after the coronation of the High Emperor of Sho) to re-examine the relationship between the two Estates as a condition.
  • The Third Estates-General was convened to establish the Emancipation Measure (effectively, this would lead to the abolition of the 'Trainer System') but was dissolved after the High Emperor was effectively dismissed due to the disagreement about whether he should be Head of the Estates-General from the Human Estate who feared he might actually be excising control of the Pokémania Kingdom thereby refusing to verify the powers of the Estates. As the existence of the Estates-General was tied with the High Emperor, the Estates-General was effectively dissolved and the ensuing chaos led to war.
  • The Fourth Estates-General was convened after a war between the Estates in pursuance of peace. The High Emperor was verified as Head of the Estates-General, a Celestial Charter was issued to give the Estates-General (and all previous ones) legal power, authority and legitimacy, and the Emancipation Measure was eventually passed which recognised that the two Estates were equal and the slavery and forced servitude of Pokémon by Humans was abolished. There was a one-year period to allow for the Trainer System to have a last hurrah and that no judicial proceedings are made against any atrocities that happened during the war as a compromise to ensure the passage of the Measure.

The Court of the Celestial Lord Necromancer[edit]

A subsidiary court under the Celestial Council, this court was set up to handle the ever increasing workload and cases dealt by the Sage of Spirits thus a new Celestial Office was created. The Court handles the affairs of the spirit world and issues writs, summons, licences and warrants on behalf of the High Emperor through the Celestial Lord Necromancer.

The Court of the Celestial Lord Sorcerer[edit]

Similar to the Court of the Celestial Lord Necromancer but with jurisdiction over magical affairs. Headed by the Celestial Lord Sorcerer who acts as a Commissioner to the wizarding world and can issue licenses to practice magic.

The Traditional Dress of the Shoians[edit]

The dress of the Shoians was thought to be invented and designed by the late Kenji Ichijoji at the time of the Duke's cardcaptor period. The style and design came about from Kenji's costumes that he made for the Duke which blended Eastern and Western concepts. The final costume he made before he died became the basis of the style and influenced the subsequent standardisation. After the re-founding of the Kingdom, there was discussion as to what the dress of the Emperor and the Court should be. Since the Duke was missing due to aftermath of the Battle of Songling, it was decided to use the dress of the nationality of the Emperor who was Han Chinese. Thus, Hanfu was used at Court for the time being until the Duke returned.

After the Duke's return, the question of official dress was raised again. The Duke was also Han Chinese and so decreed that all official dress in regards to the Court shall follow on from the Chinese Ming Standard for the time being. However, at this time the Duke's followers and companions were also wearing similar dress to that which the Duke also wore and the populace began to copy this style of dress and it eventually became the unofficial standard of formal civilian dress. As the years rolled by, the style continuously developed.

After the Duke's return from the Mirror World, the style was finally standardised officially by the Duke with the publication of the Formal Dress: The Shoian Standard. Written by him, it sets out in clear detail the exact design and style of formal dress for Shoians. It only dealt with mens wear and soon their was demand for a Standard for women which was later published in a separate volume. The formal dress of the Standard is separated into different levels of formality.

Formal morning dress[edit]

The Shoian formal morning dress is worn by civilians at Court or for other very formal occasions permitting. It consists of:

  • A scarlet Shoian tailcoat (a 'Guild coat') that is double-breasted with pointed lapels which are faced with red silk. The sleeves are cut deep and wide like Hanfu. There are six buttonholes at the front; red silk ribbon ties are inserted through them from the other side under the front side and a threaded through gold button buckles with the ribbons attached to the front side then tied in bows.
  • Scarlet dress breeches.
  • A black inner double-breatsed waistcoat with sleeves (a 'Guild jacket').
  • A white outer double-breasted waistcoat.
  • A white tunic shirt with a stiff straight collar.
  • A white neckcloth or bow of linen.

The Judical Courts of Sho[edit]

The judical courts in the Kingdom of Sho are great and many.

Court of the Stone Tower[edit]

The highest court in the Land (not including the Celestial Court) is the Court of the Stone Tower. This is located at the inner bank corner of the Grand Moat, south western corner, in the Inner City. Built in an ancient Shoian style, the Court is sometimes referred to just as the Stone Tower. The Stone Tower consist of one large court room a many prison cells and various other rooms including the living quarters of the jury. The court is charged with trying very serious crimes such as war crimes and also hold power and jurisdiction on all the countries, planets and kingdoms of the League. The judges consist of five Justices that are appointed by the Emperor or are ex-officio members. Each are the chief justices of the five main branches of Shoian Law: Imperial, Military, Chancery, Civil and Criminal.

  • The Lord High Justice of the Imperial Bench Lyndsey MacDonald, IC
  • The Lord High Steward of the Military Bench Thomas Sharpe-Ben, IC
  • The Lord High Chancellor of the Chancery James Gosford-Fleming, IC
  • The Lord High Chamberlain of the Civil Division Paul Robert-Henry Tuckborough, IC
  • The Lord High Marshall of the Criminal Division Emma Thornton-Gynd, IC

The cases tried at the Court must be done with all five Justices present and with a jury consisting of no fewer than 250 members selected from all realms of the League. Some members outside the League maybe called if the case concerns a realm outside the League. The jury stays and lives inside the Stone Tower at all times during the trial and may not leave unless granted leave on sufficient grounds by all five Justices to avoid outside public/media influence.

The Judges during proceedings wear full court dress of their respective degrees plus their chain of offices.

Court dress[edit]

Originally, court dress according to the Ming Standard was used together with Court dress. However, after the Law and State Separation Act under Sho Kaiwen, the issue of proper judical court dress arose. Together with the Emperor, the Duke outlined what the court dress for law courts should be. The dress comprises of a mix between Western and Eastern aspects of dress.

Advocates[edit]

There are five levels of advocacy in Shoian law: Solicitor, Junior Barrister, Utter Barrister, Imperial Counsel, Serjent-at-Arms.
