Education Philip attended the University of Washington from 1995 to 1998 Majoring in Public Law and Playing football as a Huskie Philip worked towards his bachelors degree in Public Law and completed his Senior thesis entitled "The Way It Ought to Be" using the philosophy of ethical morality to address his political hypothesis regarding the change in the political tide. A delegate to the Washington Republican Convention in 1988 for George Herbert Walker Bush. Itkov would marry and move to Southern California where some of his family had settled and wife Sherian Lopez was raised. Philip began a career in insurance with Farmers Insurance as an Underwriter. Itkov is the nephew of Harvard Philosophy Law Professor Joel Cope who worked with well known constitutional law expert Alan Dershowitz.

Philip managed Claims for Certain Underwriters at [ Lloyd's of London] Assisted in the Liquidation of Corporate Raider Saul Phillip Steinberg Reliance Group Holdings which was his Introduction to Ventura Capital then working for the rebuilding of Bristol West Insurance Alea Group Holdings company's both owned by Kohlberg Kravis and Roberts and then worked for Time Warner Cable Stamford Liability Risk Analyst.
His career move in 2007 to work with Countywide Home Loans as an Claims Analyst he would see the unfolding of the pre TARP events so clearly that when Bank of America spent 4 Billion to acquire Countrywide. Philip is quoted as saying it will cost BAC 100 times its investment before they every see a dollar of profit. He would try to help in the IPO's after acquisitions of Paramount Building Solutions, New York and Company and Rural Metro to his own detriment. In 2010 he began to audit for Nationwide Insurance Group. Philip also worked for American Family until April of 2015 as a bodily injury adjuster.
