Merger plan:

1. Merge WikiProject Water and WikiProject Water supply and sanitation by country into WikiProject Sanitation.
2. Rename WikiProject Sanitation to one of the following:
   • A0: Leave as is
   • A1: "WikiProject Sanitation and water"
   • A2: "WikiProject Sanitation and water supply"
   • A3: "WikiProject Sanitation and water use"
3. Move {{WikiProject Sanitation}} to the name decided above, update name accordingly, and redirect {{WikiProject Water}} and {{WikiProject Water supply and sanitation}} to it.
4. Ensure that Wikipedia:WikiProject Sanitation/Popular pages still works.
