(Assuming Your question was not retorical) Ultimate soveignty probably means "We're giving the U.S. control - But WE can take it bake at any time." Its really just a confusing way of giving the U.S. control in reality, but retaining "ownership" on paper. (Soveignty means roughly: "The ability to make independant desicions and the power to carry them out.")
