Editors requesting deletion of their accounts[edit]

I saw the post by the user on ANI about requesting deletion of their account just now. I'm just wondering, if someone had their Wikipedia account hijacked (i.e., someone else acquired or hacked a user's password and logged in), is there anything to prevent them from deleting the user's account at meta?
