Concerning a Zombie computer IP block

You blocked IP 85.189.170.202 from editing for Zombie computer or being an open proxy. I know this has been in place for some time but I'd like to appeal to the fact that this is the IP of a school and shouldn't therefore be blocked as I know there are a fair few contributors in the sixth form college of the school. So I was wondering if the ban could be removed?
