Kalbajar (Kəlbəcər) is a rayon of Azerbaijan. It was a predominantly Kurdish inhabited area. Kalbajar is a Kurdish name meaning Stone City. The entire region is now under the control of Armenian separatists from Nagorno-Karabakh, who call the western half Karvajar, and the eastern half is officially part of Nagorno-Karabakh, making up part of the province of Martakert. The Azeri and Kurdish population of Kalbajar was expelled by Armenian forces and currently lives as internally displaced persons in the other regions of Azerbaijan. The UN Security Council Resolution # 822, adopted on on 30 April 1993, calls for “immediate withdrawal of all occupying forces from the Kelbadjar district and other recently occupied areas of Azerbaijan”.[1]
