A license tag like that requires proof because anyone can make such claims when they upload any image. Also, this image was uploaded by an Indian editor (well possibly a Hindu) and usually most Indians (especially Hindus) are very hostile to Pashtun people (or Pakistani Muslims), so I believe the image of this homeless looking man is used by this Hindu editor to degrade Pashtun people.
