Healthcare reform is a general rubric used for discussing major policy changes--for the most part, governmental policy changes--to any existing health care system in a given place.

An example of healthcare reform was the major government policy initiative of William Jefferson Clinton headed up by his wife Hillary Rodham Clinton.

Healthcare Reform was a complete overhaul of the medical system used in the United States. It was a complex proposal that was not enacted into law.
