Biography

M R Sivaraman IAS(Retd) known as the Revenue Secretary who transformed the excise and Customs duty structure of India in its 1994/ 1995 budget that resulted in a consistent high industrial growth of India for three years belongs to the 1962 batch of the IAS of the Madhya Pradesh Cadre. Sivaraman was Revenue Secretary of India when Dr. Manmohan Singh was the Finance Minister. Sivaraman introduced the PAN in income tax and started the computerisation of the functioning of the Central Excise and Customs of India. Sivaraman served as ED IMF in Washington DC with the rank of Ambassador to the US during 1996 1999.Sivaraman pushed in the IMF the case of the emergent market economies to use PPP based GDP for determining Quotas and Voting strength which ultimately the IMF adopted. Sivaraman was also appointed by the UN to be one of the first Advisors to the newly formed UN Security Council Committee on counter terrorism in which role he helped the UNSC to prepare the member countries to implement the UN resolution 1373 passed after the 9/11 attack.

Education and honours

Born in March 1940 Sivaraman was educated in Chennai and is a post graduate in Economics from Loyola College of the Madras University. Sivaraman is a qualified pilot. As DGCA of India he was responsible for opening the Indian skies to the private sector and taking many steps in improving the training of pilots and safety of airports in India. Under his supervision DGCA India designed a trainer aircraft SWATI which was first flown by him and his flight Instructor .The aircraft was manufactured by Bharat Heavy Electricals and distributed to the flying clubs of India. He is an elected Fellow of the Aeronautical Society of India and was also honoured with a Life time achievement award by the Aeronautical Society of India.

Career

Joining the IAS in 1962 Sivaraman was appointed as the youngest collector ever in India at the age of 25 to a famine affected district of Jhabua in MP. His innovative methods of relieving distress of the famine affected people was universally acclaimed and the many irrigation , water storage and road works completed by him stand testimony even today. Sivaraman’s bravery in controlling the serious communal riots in Mandsaur district of MP and his solution to the 100-year-old hujra dispute between the Muslims and Hindus stand appreciated. He as Joint Secretary Department of Economic Affairs travelled with Mrs Indira Gandhi and helped in the conclusion of many agreements between India and EEC countries. Sivaraman was Finance and Planning Secretary of Madhya Pradesh for 5 years 1982 to 1987. Subsequently as Joint and Additional Secretary of ministry of Commerce he led many delegations abroad promoting Indian exports. Sivaraman currently is a trustee in the National Agro Foundation established by Shri C Subramanian the father of Green Revolution in India engaged in increasing rural prosperity in India.

Publications

Sivaraman has published innumerable articles on fiscal and monetary policy issues in books and newspapers. He is also a popular reviewer of Contemporary books on Economics and Environment in the International Journal for Environmental Studies published by Tailor and Francis of the UK.
