I doubt the document itself is germane; it strikes me as the result of an image search on Google. I don't have anything substantive enough to take to SPI; it's all about writing style and rhetoric, but it fits. He has a long history of socking, of obsession with the two Ramsay articles and with copyright violations, particularly on articles related to Malaysia.
