Youlia Rachinski-Spivakov (born October 20, 1983, in Kyiv, Ukrainian SSR, Soviet Union) is an Israeli diplomat and orientalist. She served as Chargé d'Affaires of Israel in Belarus from 2015 to 2016 and has been the Deputy Head of the Diplomatic Mission of Israel in Russia since August 2023.[1]
Biography

[edit]Youlia Rachinski-Spivakov obtained her Bachelor's degree in Middle Eastern Studies and Political Science from Ben-Gurion University of the Negev. She continued her studies, earning a Master's degree in Middle Eastern Studies and Islamic Studies from Hebrew University of Jerusalem, graduating with distinction in 2010. In 2024, she defended her PhD thesis on civil society in Southeast Asia at MGIMO University.[2] She is fluent in five languages: Hebrew, English, Russian, French, and German.
Career
[edit]Ms. Rachinski-Spivakov joined the Israeli Ministry of Foreign Affairs in 2011 as an analyst in the Political Planning Department, contributing to the formulation of Israel's foreign policy and providing strategic recommendations to decision-makers.
In 2014, she joined the Ministry's Cadet Training Program and subsequently took up her first diplomatic post as Acting Chargé d'Affaires of Israel in Minsk, Belarus. During her tenure, she actively participated in the high-profile case regarding the extradition of the Russian-Israeli blogger Alexander Lapshin to Azerbaijan, making significant efforts to ensure his release.[3]
In October 2017, Ms. Rachinski-Spivakov was appointed Deputy Head of Mission at the Embassy of Israel in Manila, where she served for three years.
From 2020 to 2022, she held the position of Deputy Director for Economic Cooperation Development in the Central Asia, Caucasus, and Central Asia Department of the Ministry of Foreign Affairs of Israel.
She served as a diplomatic advisor to the Israeli Minister of Tourism in the 36th and 37th governments of Israel, focusing on addressing the crisis of Jewish refugees from Ukraine in the spring of 2022.[4]
Since August 2023, she has been serving as Deputy Head of the Diplomatic Mission of Israel in Russia with the rank of Minister Plenipotentiary. She has been authorized by the Israeli Ministry of Foreign Affairs to coordinate joint efforts between Israel and Russia for the release of hostages held by HAMAS. Notably, under her facilitation, two visits to Moscow by the families of these hostages, who are detained in Gaza, were arranged in November 2023 and June 2024.[5] [6] As of July 2024, due to collaborative efforts, five individuals, either holding Russian citizenship or having relatives who are Russian citizens, were successfully liberated.[7] [8] [9]
Military Service
[edit]During her military service, Ms. Rachinski-Spivakov held the rank of captain in the Israel Defense Forces. From 2005 to 2011, she served as an officer in one of the research units of the IDF.
Personal Life
[edit]Her father, Oleg Adolfovich Rachinski, is an electronics engineer, and her mother, Dina Borisovna Rachinski, is a primary school teacher. She is married to Alexander, a logistics specialist, and they have three children: Adam, Sophia, and Stefan.
