Blocking or stopping an anonymous user from editing

Hi! Please block or stop this anonymous user with an IP address: 2409:4066:286:89C7:0:0:D70:80A4

This person is editing and adding unverified, stupid, unrelated information in the article about the renowned Indian actor "Kaiku Rajkumar" again and again since yesterday. btw, what is with all these links to simple words ? It drives me crazy(er) !! Every other word is blue these days ... I expect "cat" and "dog" to come up with links now :(
