Gutknecht has been a Republican member of the United States House of Representatives since 1995, representing the 1st District of Minnesota. He was born in Cedar Falls, Iowa, and was educated at the University of Northern Iowa. He was a member of the Minnesota House of Representatives from 1982 to 1994 before entering the House. He is considering a Senate race in 2006 against incumbent Mark Dayton.
