Foreign aid

- There probably is no single line item "foreign aid"; it's most probably scattered throughout in various programs with various nations & NGOs. It's scattered among several departments, State, Defense, Treasury and other agencies. "Foreign Aid" is really more of a journalistic, media, or candidate-on-the-stump attention getting phrase.
