This IP address is for Exeter Public Library. Hundreds of people use the computers at the library every week- thousands every year. Whoever vandalised Colonel Sanders' page is just one of many that visit Wikipedia- most people have the best of intentions, so it would be a shame to block the IP address just because of the behaviour of one person.

If you want that person dealt with, it might be better to contact the library with the time and date of the violations- if they can find out which user was guilty, they could block his library card.
