The problem is that the translation of the last name is wrong. It shall be Zinstein, not Zinshtein.

The Russian American Cultural Center has cited Aron Zinshtein as an important contemporary Russian artist. His credentials also make clear his important position in Russian art today.

Having done a quick Google for the name there are a few mentions of him in credible-looking sources, so he may well be notable enough for inclusion, but you will need to cite relevant sources. I don't think it's a blatant case for speedy deletion, so I've granted it a stay of execution, but this article will need work & addition of sources to prevent the possibility of deletion in future.
