Welcome to WikiProjectCentral.
WikiProjectCentral is intended to provide a special place for helping to organize and manage a growing List of WikiProjects. It is supplimental for WikiProjects to help in standarding and fostering WikiProject best practices.

That would involve activity percentiles (like they have at SourceForge), a content grading system (which I think has been proposed but superceded) and could be problematic.
