What do the small numbers in circles mean (e.g. the 1, 2 and 3 in Nebraska, and the 1 and 2 in Maine)?

The small numbers indicate that those states split their EVs by congressional district. It's possible that 1/2/3 in NE and 1/2 in Maine could go to different candidates.
