This is true. Montana even has to placate Big Al to call off the hit on Miklo (foosball table scene). Big Al was not in charge of the AVs, he just was an important member because he ran the prison book. Affiliation

The movie relates that the members of La Onda grew up in Southern California (East Los Angeles), and with that, they would have no association with Nuestra Familia.

In the movie, the fictional gang reffered to as La Onda is in direct reference to the real California prison gang known as "La Eme" i.e. the Mexican Mafia and NOT the Nuestra familia. Being that the characters in the movie grew up in the Pico Aliso/East Los Angeles area of southern California, it would be fair to say that they are "Sureños" (southern chicano gang members) and thus would become members of La Eme, which consists of gang members originating from Southern California. Gang Affiliation, pt 2

The movie loosely relates to many actual gangs but the entire sub-plot that discusses the gangs is purely fictional. The information we get about all of the gangs and affiliations are all cliche's.

If the movie was realistic then, yeah, the guys should have been identified as Surenos since they grow up in the Los Angeles area.

Strange tidbit... Jesse Borrego, although from Texas and portraying an East L.A. gang member in this film, associates himself with many Norteno's in real life. He has filmed many independant films with Northern California's Norteno music/film group Darkroom Familia.
