He is now a minister of Parliamentary affairs for the second time. He was minister of Municipal and Rural Affairs for five times. The first time he became a minister was in 1996. Before that His Excellency was a Member of Parliament. He became a member of Parliament five times; two times in the lower house, and three times in the upper house.
