The incident cost the state $1.2 million. The Virginia Department of Motor Vehicles (DMV) is the governmental agency responsible for registering and inspecting automobiles and other motor vehicles as well as licensing drivers in the U.S. state of Virginia.

Motor vehicle registration

As of 2008, the DMV has 7,698,416 active registrations, 1,696,795 (22%) of which are special or personalized plates.[3] In 2008, 1,624,146 pairs of license plates were sold, with 831,361 of them being personalized plates.[4]

Driver licensing

As of 2008, the DMV has 5,301,182 licensed drivers, with 2,224,150 drivers license related transactions occurring in 2008.[5]
