I orginally said 'bureaucrats' because council 'officers' are - in many jurisdictions - specific elected officers of the council so the sentence could cause confusion outside the UK. Changed to 'employees' for a second go at a neutral and unconfusing term. 'staff' might also be an option.
Further details on how Alternative Arrangements councils operate O&S would be welcome - they are still required to have a committee.

2nd paragraph - "...Overview and Scrutiny Committee to meet the rules on proportionality defined..." - proportionality referring to Proportional representation or Proportionality (political maxim)? scrutiny requirements
Re the 2nd para - it is definitely a requirement to have a scrutiny committee, but is it really a requirement for all non-executive members to be part of it? Are we sure about this? —The preceding unsigned comment was added by JJardine (talk • contribs) 16:12, 7 December 2006 (UTC).
