I orginally said 'bureaucrats' because council 'officers' are - in many jurisdictions - specific elected officers of the council so the sentence could cause confusion outside the UK. Changed to 'employees' for a second go at a neutral and unconfusing term. 'staff' might also be an option.

Further details on how Alternative Arrangements councils operate O&S would be welcome - they are still required to have a committee.

scrutiny requirements
