Perhaps someone who's more skilled at this than I am can make the substitution.
That said, the NIH map is inaccurate: DC does indeed have a Sunday ban on off-site sales.

This map is not accurate as Texas does have an off-premise ban on liquor on Sundays, as confirmed by the page this map is posted on.
