I've got more time now so here's the explanation - the arbitration committee's decision, not unlike adminship, is not meant to be simply a stick to beat people with. There's no reason for anyone not to be made aware of it while editing in the contentious topic area. There's no reason to consider warnings about it as if they were some sort of threats. I didn't tell Norden1990 that I will block them because of those rules, the template warning is in passive voice for a reason - ''any'' uninvolved administrator is able to apply the same rules in the same manner. Even if another actual offender told you of the existence of those rules, there would be no purpose to claiming that since there was a problem with the messenger, somehow the rules don't apply.
