Further investigation shows that it's using {{tl|CURRENTDATE}}, rather than having inserted the sequence '<code><nowiki>~~~~~</nowiki></code>'. It might be worth updating this instance and any other welcome messages left in 2006 to replace the dynamic date with a fixed one (preferably matching the date shown in the history for the smiley addition).
