A minority report is a summary by a minority group that disagrees with the majority. Such a report is often secret.

"Minority Report" is a science fiction short story by Philip K. Dick first published in 1956. It is about a future society where murders are prevented before they happen through the efforts of "Precogs", severely mentally retarded individuals who can see the future.

The story looks at the paradoxes and alternate realities that are created by their precognition when the chief of police intercepts a prediction that he is about to murder a man he has never heard of.

A movie, Minority Report (2002), was very loosely adapted from the initial storyline of this short story.
