The magazine's origins lie in an Internet meme which was an image depicting how a cover of an old computer magazine from the 1980s would look like if it dealt with contemporary topics in computing. The editorial staff of the magazine consists around ten active members of the Skrolli community.

The topics of Skrolli consists mainly of those issues which commercial tech-media mostly bypasses. The magazine claims it emphasizes do-it-yourself attitude, a deep expertise with issues covered and "slow journalism" which aims to produce articles which maintain their relevancy for for a long time.[3]
