Windows XP Starter Edition is a discount version of Windows XP by Microsoft. It is supposed to be a cheap version of said operating system where a display resolution higher than 800x600 is not allowed and and most networking capabilities are disabled. It is introduced primarily for developing countries because problems with illegal copies are especially severe in those countries. Many computer experts predict a very limited success for Windows XP Starter Edition because most people in theese regions can get the full version for free, though illegaly, or install an Open Source operating system like Linux.
