Are «European Union negotiating directives for Brexit» some European directive?

Reading this article I was wondering: Is «European Union negotiating directives for Brexit» an European directive?

In one hand, the title suggest that yes, with the three words European Union directives.

On the other hand, the article does not give any number or title of any European directive, and an European directive is some kind of law, when no specific law might be necessary to negotiate.

Would you please clarify it, and update the title if the current one is inappropriate?

Additionally, various European organizations have been involved in providing some framework for those negotiations, such as the heads of nations, the parliament and the commission. For this reason, the article might need to not be limited to any directive but could also consider the position papers, the red lines, and other possible formal statements.
