Torbay is under the local governance of the North Shore City Council.

According to the 2006 census, Torbay has a population of 6237.

Local Businesses in the area include Four Square; Torbay Dairy down the road; Video Ezy; four takeaway food stores; two Indian and one Thai restaurants; the Torbay Community Association; four hairdressers; a cafe; two bakeries; a dentist; two doctor's clinics; a dog grooming parlour; real estate agents, an op-shop and two ATM's. Attractions to the area include Long Bay Regional Park and the many smaller public beaches in the area. While it is a low-crime are (much like the rest of the East Coast Bays), it does attract a lot of teenage 'boy racers' and gangs.
