Removed reference to project manager

Removed the following text:

Note that it is not the job of the project manager to build the business case, this task is usually the responsibility of stakeholders and sponsors.[1]

Whether or not a project manager makes a business case depends on the context in which the case is made (e.g. organization type, structure, etc). The reference to a random blog article is not reliable. -- cmhTC 13:15, 14 March 2021 (UTC)[reply]
