Aquino was born in Calbayog, Samar.

He served as the vice mayor of the city from 2007 until 2011. Upon the assassination of late mayor Reynaldo Uy, Aquino took the position as the mayor of the city from 2011 until his ‘senseless murder’ on March 08, 2021.[2][3]
