Billy Loomer

Billy Loomer, also called Bully Loomer (played by Kyle Swann) is a fictional character who is commonly called "Loomer" at James K. Polk Middle School from Ned's Declassified School Survival Guide. He is a bully who loves to beat up people, but also has a sensitive side - a very sensitive side, as he has a massive crush on Moze. Moze once found a 10 year old (at the least) notebook saying that "Claire made out with Billy", that "Billy was a sissy", and that "Coconut Head was going to beat up Billy".

Romance involving Loomer

He was dating Suzie Crabgrass, but she broke up with him when he accidentally (with "assistance" from Ned and Cookie) told his "Kissy-Missy" secret about dating Missy Meanie when he was seeing Suzie. Missy also broke up with him because she was only dating him to freak out her parents so they would send her to Paris for the summer. He said he was only dating Suzie to make Moze jealous, but then found he loved her because she understood his deep and complex nature. He was only dating Missy because she has a swimming pool. Loomer is a dumb and weak person when it comes to Moze not being a bully and being as nice as he can to Moze. But Moze hates him because he is a bully and beats up Ned and Cookie.She also thinks he is ugly and sees him for who he truly is, a sissy.
