Luis Tijerina Almaguer (born 21 August, 1897) was a Mexican educator, civil servant, writer, poet, and politician. After beginning his career as a professor at the Normal School of Nuevo Leon, he served as the Director of Federal Education in the states of Nuevo Leon, Puebla, Jalisco, and Tamaulipas and senior officer for the Ministry of Public education. He was the substitute mayor for Monterrey and a Regidor for the city council of Monterrey. In addition, he was a first judge of the civil branch and deputy to the local congress. He received the Altamirano Medal for his dedication to teaching.

He founded a magazine and contributed to many newspapers. His poetry and writings were compiled and published in several volumes, including ALMA CHARRA, CANTO AL ESCUDO DE NUEVO LEÓN (1943) and CANTO A MONTERREY (1946).

Luis Tijerina Almaguer died on August 18, 1978. Today, he has more than a dozen schools named after him, primarily in Nuevo Leon, and his poem "el Himno a Monterrey" was read at Monterrey's 50th anniversary Civic and Poetry Reading day in 2013.
