The Open Minds Institute is an international think tank established to cultivate media pluralism and fight propaganda in authoritarian regimes and areas of their influence.

The Open Minds Institute unites an analytical center (around 20 experts on propaganda, social and political psychology, sociology, and data analytics from Oxford, Cambridge, Ivy League, and Higher School of Economics) and research units in Ukraine, Russia, Belarus, and Germany. It was created as a continuation of The Information Strategies Council of Ukraine, a coordinating unit (NGO) on strategic communications.

The Open Minds Institute also coordinates the decentralized initiative groups in the countries affected by propaganda.
