Economist, Central University of Venezuela (UCV). Since 2002, Research Associate and researcher on Technological and Social Foresight at PREST (University of Manchester). Founder and Scientific Coordinator of SELF-RULE Network. Main areas of work focus on Foresight and Prospective studies (especially for the public sector and the scientific community), and Regional Development and Integration (with a focus on Latin American S&T and industrial policies). From 2000-2002 he worked for the United Nations at ICS in Italy as UNIDO's Technology Foresight Delphi System Manager.

Besides various book chapters and reports on Foresight practices & methods, he has worked as researcher in several international projects: European Knowledge Society (EUFORIA), Information Society Technologies Foresight (FISTERA), Research and Technology Development Cooperation between Europe and Developing Countries (SCOPE), and the European Foresight Monitoring Network (EFMN), among others. These activities are mainly funded by governmental agencies & international organisations (i.e. European Commission and bodies of the United Nations system). At the governmental level he has been adviser and delivered courses in many countries (Brazil, Colombia, Peru, Uruguay, Venezuela, Belgium, Finland, Greece, Hungary, Italy, Romania, Russia, and Spain, among others).
